Specific IEP verbiage regarding STAAR

What is the specific verbiage to use in an IEP for opting out of STAAR, especially if the school is reluctant to add it.

The school won't agree to put in Opt Out verbiage. What we are looking for are things that will make opting out easier. Among the list are:
(1) Promotion will be based on classroom work/progress toward goals
(2) Paper administration only
(3) Student will not lose elective opportunities for test preparation or other tutoring
When the ARD acts as the GPC in 5th and 8th grade, we want (1) promotion; (2) any accelerated instruction will take place outside of full class period settings; (3) no loss of electives; waiver of subsequent assessment opportunities
