IEPs and Active Refusal

If you have a student on an IEP, with promotion based on goals/progress, paper administration and oral administration written into the IEP, would you recommend the student attempt an active refusal?

If you actively refuse, it does not matter whether they have paper only or not. The paper administration in IEP is meant to keep absences down to a week for those who opt out by absence. The key to active refusal is to have either (a) a school that cooperates in facilitating refusal or (b) a kid strong willed enough to carry it out!
